I would avoid the party areas because you will be alone, for safety reasons. Would you go to Europe to visit the art culture there? Not sure if you are an art fanatic. Check out new zealand too its beautiful there. Spain I hear is awesome.

On the other hand STA travel (Google) is an agency dedicated to student travel and has an international presence. They often have prices to match a student budget.

You will need to have an ISIC card and current student ID to be eligible. They are also present on most campuses throughout the world.
