you can not get federal fin aid without being a us citizen or an eligible non citizen. Your best luck for scholarships would be the school you are planning to attend or a bank from your home country or your parents. You can get into many schools in the US as long as you can pass the language test and meet admission standards. Not all schools have the same admission standards, just like not all schools have the same cost to attend. Tuition and fees have a very wide range.

The cheapest is going to be the one where you get a large scholarship. Generally speaking you get scholarships at universities that want you more than you want them. So universities where you are in the top 5% of the applicant pool and which are private (you will not get a scholarship from a state university).

So putting aside the moral issue of whether you should be even looking at taking a scholarship that could go to an American applicant who has no other choice, apply to universities below your academic level, tick the box that says you are looking for financial aid and see what they say.

Of course the cheapest of all is to stay at home where 80% of your fees are paid by the Great British Taxpayer but it is good for us if you go overseas, we can replace you with a full fee paying international student. We need a break so go for it.

However, I don't know which ones off hand provide this sort of assistance to international students, so you will need to visit the schools' financial aid websites to see if their aid is open to everyone. They will usually explicitly say whether there is aid for international students or not...but if they don't say anything but mention that their aid is based on the FAFSA then you can know that you won't be eligible as the FAFSA can only be completed by US citizens or permanent residents.

As an undergraduate student who is applying as a international student you have to supply all schools with your SAT score and TOEFL.
