You can only get a Master's degree at a senior college (you must attend for 4 years)

well I know many people who came to the US to go to college and many of them went to the City College of NewYork because it cheap and good. the tution fee there is 2000 dollars per semester. 2 semesters x 2000 dollars= 4000 dollars annualy.

You are not to younge because I am also going to college starting sept of 2008 and I will be 17 years old.

Well, dear almost every college has scholarships for their International Students but the fee still comes out to be pretty much.

Your best bet may be to start out in a community college somewhere for a couple of years, then transfer to a four-year college for the remainder of your degree. While these are still more expensive for international students than they are for domestic students, they are usually the cheapest way to go (and the community colleges in California tend to be inexpensive, compared to others). Then when you transfer, the economy may be somewhat better again, and also you would have saved considerably on your first two years of college.

The University of South Carolina Moore School of Business and Thunderbird (?) in Arizona both offer really good International MBA courses. The USC (not to be confused with U of Southern California) program also requires an internship in your focus country and the opportunity to learn another language depending on the country you choose.
