They can try for scholarships, but that is going to be rough. Many undocumented/illegals do not want to call attention to themselves because they are afraid of getting deported. They are not eligible for any federal money. They may or may not be eligible for in-state tuition rates at colleges. Sometimes the wording on an application asks to prove residency in the state to get in-state rates, but they don't always ask if they can prove national residency.

There is no credit check or cosigner required for the federal Stafford loan. Start by filling out your FAFSA (fafsa.ed.gov).

It's private loans that require a credit check, because these loans are not guaranteed by the gov, and therefore pose a much higher risk to lenders. Because of this, most private loans are variable and based on your (or your cosigner's) credit history.
