I don't think that they're open to just college students, but college students have a much better shot at them given the same amount of experience. I suppose you could impress them with your enthusiasm, initiative, and other generally useful qualities.

If you really don't need the money, it's much easier to get an unpaid internship and then move on to another position once you get some work experience into your resume.
