I am in 9th grade and am applying for NSLI-Y, so you could apply to NSLI I think. I lived in China for two years, and I am fluent, so it seems that they accept all levels of Chinese. i have looked at the program, and so far it seems amazing!! good luck!

PS: Umm.. the deadline for NSLI-Y was reached like three months ago, so I'm not sure if you will be able to apply this year,

You could try the Paul Taylor SI in NYC. It is held at LaGuardia Arts H.S.
Parsons Dance also has a program. I think they run it at Marymount NY.
NYU Tisch has a very good summer program with the likes of people like Doug Varone, Sidra Bell, Aszure Barton, Larry Kegwin, Bill T. Jones to name a few. Different choreographers each summer.
You might be to late for them for this year. I think Tisch is almost over and so is Parsons. I think Paul Taylor started this week.
These are all modern with ballet. Jazz is harder to find.
