Apply to mall stores. They pay only minimum wage at first, but if you prove you're responsible, you'll move up to a keyholder, because there's usually a lot of turn over in the staff. Also you'll get an employee discount off of clothes you purchase.
Another route would be waiting tables. You make pretty good money in tips, if you're willing to work hard and deal with a lot of different personalities.

Fast food, grocery stores, department stores, gas stations, etc.. You can also check with your local Employment Office and find special programs to work in. I did that when I was 17 and it helped me greatly.
