Get in touch with them, they will assist you with everything you need. They are appointed by the French government. They have a list of summer programs on their website and there are programs related to what you have mentioned.

Look at this website: www.usperformingarts.com They have some really good programs, and they are located in Boston, Washington DC, New York, Kentucky, Ohio, Texas, California, and all over. Some of the programs are for older kids (16-22), and some are for kids as young as 11. But they are very reputable, and a good training ground.

In general high school students are not eligible for aid when attending University programs. That being said, a lot of special program, especially at large Universities (like UCLA) offer a limited number of scholarships. They usually break into two categories: merit-based (determined by grades, extra curriculars, etc.) and need-based (determined by your parents' income). The best thing to do is contact someone at UCLA's financial aid office, explain your situation, and ask for details on any available scholarships.
