If you or any of your family have refugee status in the US, get in touch right away with the IRC. They will absolutely be able to help you. http://www.theirc.org/ If you are from Liberia you do not even need refugee status, they will help you without question.

By the way, you don't need to be an international student just because you do not have a greencard. You only need to be an international student if you need an F-1 visa to enter the US. You are already legally in the US so you don't need this.

You don't say what state you are in but most will allow you to enroll as an in-state student if you have graduated from a local high school even if you do not have a social security number.

If you have a social security number, you should be able to apply for all the normal loans and grants.

Edit: Arkansas does not officially allow undocumented students to register as state resident students at the state university but in practice the universities do this. But if you are planning to attend a private university this policy will not affect you.
