Not sure what you mean by is financial aid at yale "tested".

there is very little in the way of financial aid or scholarships for international students at any US school. Yale hands out very few scholarships. And your chances of being accepted are slim to none. Yale had over 20,000 applications and accepted less than 2000.
For US students, they must apply to colleges, see if they are accepted, then see what financial aid package they get.

What is a scholarship? well you could of google it. It is money for school that does not have to be paid back. Each scholarship will have different requirements. My daughter had to have a 3.7 GPA from high school and to keep her scholarship she must maintain a certain GPA in college. Do not expect a scholarship to cover everything. There are very few full scholarships.

You can go on line to any US school's web site to see international student requirements, financial aid and visa info and what, if any, scholarships are offered to international students.

Yep, every university has a variety of bursaries/scholarships aimed at International Students. Which university are you looking at in particular? The scholarships would be listed on their website.

Most students here use http://www.studentawards.com/Default.asp to attempt to win scholarships. You can try that out as well. Just fill out your info & it'll match you up with money.
Same with http://www.scholarshipscanada.com/

Canadian students pay around $5,000 to $10,000 a year depending on whether they decide to stay on residence, which program they applied to, etc. Since you're an international student, obviously the cost will be doubled: you'll probably be paying anywhere from $10, 000 +. The costs vary by school. Many public universities cost as little as $1,500 a semester plus fees, books, and housing. You might spend $500 on books, and another $500-1,000 on fees (technology, media, and other small tack-ons). Housing can be around $2,500 a semester for a dorm. These numbers are based on ordinary tier 3 universities.

If you look at a university such as NYU, that's upwards of $20,000 a semester for tuition, and another $1,000 in fees.
