Well. It depends on the degree you are seeking. From my experience in Canada, almost every PhD student gets funding. However, that is not always the case for MS students.
Also, that depends on the program. To get admission from a Canadian University, you MUST have a supervisor who is willing to take you. They might not say that explicitly, but this is the case, not like USA.
There is one thing to consider: some universities in Canada are highly political and that might affect the duration of your PhD. Watch out and make sure you have a nice person to work with

Are you looking for the best university in terms of programs, cost, environment, support for foreign students?

Universities often have limits for foreign student enrollment, and have different fees for foreign students. You might also want to look at the culture of each university, in terms of foreign students associations, etc. You might also wish to consider how accepting the community the university is in, is to foreign students.

It depends on the school and where you're from.

For example, if you were from the States, you would be eligible for the U.S. Stafford Loan and your parents would be eligible for the Parents PLUS Loan if the school is recognized by the U.S. Department of Education. I suspect you're not from the States though ... the terminology you used in your question gave you away :*). That said, each school's catalog (whether in print or on their website) should list what scholarships/bursaries are available to in-coming first year (and beyond) international students. I'm not sure if it's the same in other countries, but in the States scholarship and grant money originating here must be spend here (not for studying in another country). My son attends university in Canada (we're from the States) and has thus far been unable to find any scholarships or bursaries outside of what his specific university offers. I hope this helps somewhat.
