If you can't afford it, you should just wait till college and you can do a student exchange. Your college tuition will go toward the exchange school's, and your credits are relatively transferrably. You won't be spending any extra money you wouldn't have had to spend, anyway. You'd live on campus, probably get a meal plan (depending on where you study), and could probably do a work study to earn a little money.

I wouldn't go there now, anyway. The dollar is TERRIBLY weak, and to live there would be extremely difficult. Having your parents send you an allowance for things like food and entertainment would become costly. Their dollar won't go very far. The last I checked, 1USD=.64 EU. If you exchanged 100USD, you'd only get 64 EU. It may not sound like a lot but when a sandwich and a bottle water from a local shop costs 9 EU, you'd reconsider (that's about 18 USD!).

Be patient, go when you're in college, and save your money from now till then for shopping!

Unfortunately, cheap does not equate to good. Being an exchange student is definitely one of those times to pay attention to the old adage "you get what you pay for". Rotary is the exception -- but it's highly competitive.

You might look into YFU (Youth for Understanding). It has a longstanding relationship with Japan and lots of scholarships -- especially if you happen to belong to FCCLA. It is also one of the top two organizations in the country.
