Where there's a will.. there's a way!
Contact the school(s) you are looking into, call or email their Financial Aid office..
When I was in school, I remember there being a million and one ways to earn your tuition, housing, etc..
You just need to look for it.
Sometimes, even your home country will help.. Depending on where you are coming from..
Another idea.. is to sign on with a family as a live-in nanny in your college town..
but with this.. you need to find a family is ok with this.. that can do without you while you are in class and while you study.. (ie a family that has school-age children, none that haven't started school yet.. or where one of the parents works from home..)

Community college or 4 year university - it's all the same for international students. As an F-1 visa student you can only work on campus, and you can work up to 20 hours a week when class is in session. Unlimited when class is not in session. You'll get paid whatever the job pays and can use the check for anything. You would be a regular worker - the only difference is the number of hours that you can work and the amount of paperwork you have to do to get the job.
