The general idea of in-state tution is that it is offered to students who reside in the state in which the school is located. As an international student, you clearly don't reside "in state," and therefore will not qualify for in-state tution.

I think there may be some schools that do offer some sort of reduced tution for internation students, and some countries that provide subidized higher education will provide partial funding for students studying in a foreign country. If your current school as any sort of career counselor they would most likely be able to provide information about any such programs.

That's a hard question to answer. Try to look up state schools they are usually much cheaper than private schools. To start, you could look at SUNYs and CUNYs in NY.
