Contact the programs that you are interested in directly, by email, and they will tell you their admission requirements. Yes, you will probably have to take the GRE and TOEFL. Don't worry about the visa --if you are accepted you will receive an I-20 form that you can use to apply for your visa and such visas are routinely issued.

Australia DOES NOT give out scholarships for coursework Masters - as the government has deemed these to be professional degrees (you dont need it to get a job - but to get a better job, so therefore YOU need to pay for it).

Australia only gives out scholarships for PhD students (and you have to have a GPA over 3.8 AND have someone willing to supervise you)

Yes UC Berkeley offers courses for international students over summer (registration starts now!) But like the previous person said, courses are usually six weeks long. You might also want to look into UC Berkeley Extension. They have a wonderful international student program (my roommate was in it) and it's not just English language courses.

Also, the residential hall I live in works with ELS Language Center, and we have 4-week sessions that go on every month for the entire year. Although it's not owned by the university, we are 10 minutes away from campus and you live with UC Berkeley students, so you get a good idea of how college life is in the U.S.
