It's interesting though...because I went to a large, diverse, university on the East Coast. I met a lot of wonderful people from all over the world. The international students that do come to the U.S. to study are very bright, good people! I learned a lot from them!

The rule of thumb is that nothing is for nothing. There used to be a handful of Swedish universities that were free to all and with instruction in English but the rules recently changed and in any case, entry was always very competitive.

Now your best bet is to meet the residency qualification and apply as a home student in an English speaking country.

Poster Amy would be right about German public universities (many other EU countries too by the way) except for the little matter of the language of instruction. Details, details.

No one in the world offers "free" education, there is always a yearly administration fee of around 300 to 900 euros, which you have to pay upfront. Some German schools charge the 700 euro fee, but only for the programs taught in German. They have opened up programs in English, especially in engineering, and they charge an annual fee of 22,000 USD. Finland charges a 350 euro yearly fee, and they teach a fair number of programs in English, Norway has a 700 euro fee, they teach a handful of Masters programs in English, same with Iceland.
Also, Sweden is going to start charging tuition next fall, but there is no word yet on what it will be, since the schools chose it may not be terribly high.

Just to note, you are really talking about Masters and PhD, there are only very rare programs in English that charge the small fee, the rest of the English speaking programs charge high fees.
