You can apply for a bilingual engineering programme in Germany. However, in order to do so you need the A2 or B1 German language certificate, which you can obtain from any Goethe Institute / Max Mueller Bhavan in India (or elsewhere).

2400 SAT or at least 800 on the math section. It somewhere between extremely difficult to impossible to get a scholarship to a U.S. school as an undergraduate international student.

Minor in Mathematics. You'll be taking a lot of it anyway.
The US is the best in EE, but Japan, Taiwan, and China are good. The problem there is the language, unless of course you already speak either Japanese or Chinese. In English-speaking countries, maybe England or Ireland, but we're a lot better.

If you are thinking of UK varsities your 12th scores (Usually First class with75% and up)will be sufficient to secure a seat in Under Graduate course. Most of courses are for 3 years( 4 years sandwich course with 1 year placement in 3rd yeear).
You have to apply throghUCAs if you are applying to many universities.
