Not normally. The student would need to be a US citizen or an eligible non citizen. Yes, they would need a SSN, but not everyone who has a SSN is a US Citizen or eligible non citizen.

you must be a us citizen or eligible non-citizen to get government assistance in paying for college. Since international students must prove they can live and pay for their schooling on their own, the FAFSA does not matter. You aren't eligible to get US tax payers money anyway.

According to the FAFSA website:

"In order to receive Federal Student Aid there are requirements.

The following is a list of some of the requirements:

You must be a United States citizen or eligible noncitizen of the United States with a valid Social Security Number;"

So you can only complete a FASFA if you have a US social security number - otherwise you are not eligible.
