i know that education is free in malta for maltese students (and therfore also european ones as malta is in europe), but it is not free for non-european students.

No UK universities have low fees for international students. The average is about £8000-£10,000 a year. For courses such as medicine this can be much more, and Oxford and Cambridge you're looking at at least £11,000 a year.
