I went to Cambridge as well - got the Chevening Scholarship...quite cool...living expenses, return air ticket, fees, etc etc. Basically was looked after very well...

Try and see if it is available? Also try the Cambridge Overseas Trust...I think they give almost everyone a couple of thousand pounds if you apply....

Your friend is mistaken. It is very difficult to get any type of funding for an international student especially funded by the states as most states are in a financial bind and not apt to give money to a foreign student. An individual college might give you a scholarship if you are highly outstanding in a specific field. Even a company might give you financial aid if you have skills that the company wants. Those are more common funding sources than a state.
