Yes. The very top schools in the United States all give financial aid regardless of background, citizenship, etc. Contrary to what the other person said, it is NOT more rare for the Ivy League to discriminate on the basis of nationality or country of origin when it comes to financial aid. However, Stanford does give very strong preference to students from California.

Your best bets, in terms of getting need-based aid as an international student, are the rich schools of America's Ivy League. Harvard and Princeton are good; you might add Yale to that list (especially if you do end up doing History) and Cornell (especially for psychology), as well as Columbia and Brown.

Its too late for the spring semester this year. You really should be applying for the fall semester of 2011 or fall 2012.
