You can narrow your choices down somewhat because you want to study in English, therefore you are going to be limiting yourself to English speaking countries.

Then you can narrow your choice further as there are very few places in the world where you can read Film and Cinema as an undergraduate. It is a vanity degree that will not lead to employment. Better universities do not even offer it at undergrad.

If your passion is Film, you really have two possible routes.

One is just to skip university altogether and start at the bottom right away. This has the advantage that you will be really experienced by the time you are 25 years old but the disadvantage that, if you don't make the cut (most don't), you will have nothing else to fall back onto to earn a living.

The other is to do your undergraduate studies in Uzbekistan whilst building a portfolio of film work and connections and then attend a top 10 graduate Film school from where you may well have a chance at employment as you need sponsorship.

This varies from state to state, and even district to district. This is especially true for exchange students. For example, some districts enroll ALL foreign exchange students as juniors, no matter what their background. Some enroll them as "social seniors" with no graduation. Others will actually work with them to graduate.

In some cases, it's a matter of language ability. Yes, a foreign student may have the background in a particular topic to be in a senior class ... but it does them little good if they cannot understand the English!

Foreign exchange students suffer the same upon return to their countries -- for most, their year in the US does not count ... they must repeat it.

So, bottom line. Live with it. If you want to go to school here, follow the rules established by that district.
