Yes you can but the FSO at the new school will have to get a new F-1 for you. You just apply to the school of your choice and click that you are a transfer student on the application.

There should be out of state tuition and in state tuition. There shouldn't be yet another tuition for out of the country.
Living in a dorm on campus doesn't count as part of your 3 years of "living in state". You will need your taxes done in the US and your driver's license from TX.

If you want accurate information you need to call or email the admissions office of the college you are interested in and ask them what requirements are needed by you. Each state and each college could have their own requirements that need to be met for in state tuition

I don't think you should be asking this question here since you need an official answer. Doesn't your college have an International Student Advisement Dept. with qualified advisers knowledgeable in intl. student visa regulations? Or start with your personal academic advisor for your major that you've had for the duration of your degree program. If he/she can't give you the answer, they should know exactly who to call to get the answer for you.
