this is hard to say. it depends a lot on how big your program is and what school you are going to. i did something similar at purdue, but that was a big school and very informal. none of the profs cared at all. i went to the dept. website and started emailing profs...some of which i never even met before....and some turned me down, but a few didn't. if you do it right, an email can work well. that way a prof can look at it and think about it on their own time, without being rushed.

What you want to do isn't possible. You are not eligible for financial aid (as it is traditionally thought of) because you are not a citizen. And you can't have your tuition paid by the university, because you are not in demand. Your degrees are a dime a dozen. There are countless Americans with those degrees, who are unemployed right now.

If you had said that you have a BS and MS in computer science, or engineering, then it would be possible to get funded by the university for your PhD with a research and teaching assistantship. But that doesn't work for the humanities.

Ireland has a high standard of education in higher education; however, with the recession in place and the government not really helping, the cost of living in Ireland is the highest in the developed world.

If you are not from an EU country, the fees for higher education, and especially Ph.D, are astronomical. 10k is not an exceptionally high value these days, actually; I've heard that it can be more. Salary depends on the funding you can get. Ph.D is still seen as a study, so you'd have to talk that over with the supervisor of your choice.

I do recommend getting an Irish qualification, though; they are accepted almost everywhere because the standard is so high.
