I don't know about Hungary specifically, but in many countries, PhD students are fully funded. What that means is that the program will pay your tuition, and also provide you with a small stipend. In exchange, you will work as a research or teaching assistant or similar.

This is why you won't find much if you google "PhD scholarships". There really aren't any, because the university itself usually funds your studies.

You should speak to each university you're considering to discuss their PhD funding options.

Based on what you have written...there is no possibility for her to obtain student loans because she is not a U.S. Citizen, permanent resident or eligible noncitizen.

She would be an international student...and would have to pay cash for the program. Now, the only other option if cash is not possible is a private loan.

There are some lenders out there that will allow her to apply for a private loan but there are certain conditions that apply :

1. must provide citizenship & Immigration service documentation.
a. student visa (if already in the US and the expiration date on the student visa has occured, an I-94 with expiration date in the future, or
b. current I-94 and copy of valid passport w/photo
c. current I-688B or I-766 (employment authorization) which entitles you to work and attend school in the U.S.

2. must have a co-signer who is either an U.S. Citizen or permanent resident. (may be required to provide proof of income.


Whatever school she wishes to attend...she needs to contact the PDSO (primary) or DSO (designated school official) who should be able to assist her with this information.

its only fair if you think that it is fair,in life you have to decide what works best and sometimes things are lopsided for a reason,for instance my wife works full time and i work part time to take care of the kids,i don't bring as much money but that is not a factor because we consider ourselves as one.

No, it's not completely guaranteed. However, many of them will offer tuition assistance and a stipend if you teach and/or do research for them. In some fields, you get one if you're lucky; in others, an acceptance without one is a polite rejection.
