These scores are low comparing to US standards, so you are not likely to get academic merit scholarships. Depending on your other grades/scores, you may even have admitting issues.

Since you are not US resident/citizen, you will not be qualified for federal aid or state aid. FAFSA is not applicable for you.

Your other options are need-based financial aid for foreign students, and those usually are school specific, you will have to contact schools of your choice for detail. I am simply attaching couple websites from private colleges that offer financial aids to international students.
