Scholarships are the ideal form of student aid, as they're basically gifts that never have to be repaid. On the other hand, student loans must be repaid, but they're made at very low interest rates, and you're usually you're not required to begin repayment until six months after you graduate. Some student loans require you to prove financial need, but some of them don't. Many students turn to student loans as a method to pay for college. Basically, if you cannot get access to the free money you have to borrow it in the form of a student loan.

You may want to just come here and start over. Enroll in a junior college/community college and then transfer to a 4 yr university to finish that EE degree.

If you can somehow find a company to sponsor you based on your research, you might get some help. Otherwise, you're not going to find much in the way of scholarships. I'm not too clear on the requirements of international students, but you may want to check to make sure getting a student visa or admittance as an int'l student doesn't require you to show you've got income to support yourself.
