We Answered:

There are many large study abroad programs that offer summer programs. Of the ones mentioned earlier, EF is more travel/touristy, and IPSL is study/volunteer. Those would be good if that's what you're looking for. Some others would be International Studies Abroad (ISA), Cultural Experiences Abroad (CEA), American Institute for Foreign Study (AIFS), and Semester at Sea, just to name a few. Try the links below!

We Answered:

Rotary IS the cheapest. It's not that hard to figure out -- you pay your plane fare and insurance .. they take care of the rest.

Other ones are more expensive, most range from $5,000 - $9,000 plus personal expenses depending upon the program, country and length of stay.

You can find a list of those authorized to operate in the U.S. at www.csiet.org. I'd also speak with your high school counselor as programs are only as good as their local representatives.

If you wish to apply for scholarships, you need to seriously get working on it, I believe most application deadlines for next year (08-09) are before Christmas.

I don't think there are any study abroad programs for UK Architecture schools. I checked UCAS with the key words "architecture abroad" and it didn't give me any results.
Almost all of the popular school have student exchange programs with France. Here is a list of all architecture schools:

You're best bet is probably UCL. Email them :D

If you are an undergraduate at a US college and you are going through their that college's study abroad program and paying your tuition through your US college the answer is definately yes. If you plan to enroll and attend a foreign college without a connection to an American school then the answer is much murkier and usually the answer is no. You should contact the US Department of Education for more information on this for a more definative answer. There website is http://www.ed.gov/index.jhtml
