You should contact the fire department you'd like to volunteer with and ask them.
To volunteer as an EMT, you'd have to take the training. If you aren't going to be around long enough to make it worth them setting up the training for you, they may say no.
You might also need to have a driver's license.
Another consideration would be liability insurance and what the fire department's insurance would cover.
There's lots of things to consider, so it really depends on the fire department and what they are willing to do.

F1 visa holders can intern for money only on CPT or OPT. If you think using your CPT for such small amount is okay then you may use your CPT. For that you'll need permission from your grad adviser and the international student center.

If there is no money involved and you want school credit for your hours you have to inform your grad adviser and international student center.
