Everything I looked at in high school was, as you said, outrageous. I had trouble finding anything cheaper than $9000 for six weeks in the places I wanted to visit.

Part of it is what you want to do. If you want to enroll in a French language course, for example, you can do a four week course in Nice for $4000 + airfare. Try to look for programs in more remote areas of the countries you are interested in - in some ways you'll learn more about the culture if you aren't in the touristy areas.

I waited to study abroad until I got to college. Many universities have student transfer programs, where essentially you switch places with a foreign student for a semester or a year. Often they keep the tuition and stuff the same, so you get to spend a year abroad for the same price as a year here.

Otherwise you are probably going to have to fork out the big bucks. But keep searching and don't give up hope, maybe you'll find a diamond in the rough!
