It's great that you are thinking about this already. However, to the best of my knowledge, you legally can't go on exchange unless you are at least 15. Additionally, going on exchange requires a certain level of maturity that is less common in junior high. (Not accusing - there are some 18-yr olds who aren't as mature as some 15-yr olds!)
Most (if not all) organizations have scholarships. They are competitive, but some are more competitive than others.
