As far as I know, as long as you have your DELF B2 diploma you can apply for state universities and they're not really expensive. Sometimes freeI was told that the average is around 300€ or something.
But you have to make sure that you'll have stable income of 500€ at least per month. Government asks for something like this.

La Sorbonne requires that you have a Baccalaureate from a French High School, or that you can prove that you have an equivalent. Sadly, this is hard to do, and requires loads of paperwork. They do, however, have a program for foreigners, but it's not the same. It's basically courses on French language and Culture.Stephen Said:

Yes you can if you have a student visa, they would give you what they call a "carte de sejour" as a student confirming that you are legal, and you can use it to get a plan. Even if you don't have a bank account, you'll just pay them on a monthly basis either online or by visiting a store.There are three operators in France: SFR, Orange and Bouygues. They all have competitive youth / student plans. My personal favorite is Orange because they have a larger variety of plans and very interesting handset bundles.
But just go on those three companies' websites and you can check their plans. Or you can just go there on the spot to their stores, they have many stores across france.

Il faudrait que tu t'adresse au institution Française parce que l'aide financière offerte au Québec est généralement offerte aux Québecois seulement...PAR CONTRE, je ne sais pas si tu étais au courant mais il existe une entente entre le Québec et la France qui donne accès aux étudiants Français au même prix pour les études que ce que nous les Québecois payons. Tu n'aura pas à payer le tarif d'étudiant étranger.

i was considering doing the same thing : going to a french university rather than one in england. however, my french teacher told me that universities in england are FAR better than those in france. i cant answer the rest of your questions as i havent investigated law or international studies, but my advice is not to go to university in france. hope that's helped a little bit :)Clarence Said:
