Tuition cost will vary from university to university, it will also vary depending on if you are a citizen of an EU country or not. You should visit the websites for the universities you are interested in for more information regarding their fees.You should however budget for between £7000 - £10,000 per year for living costs such as accommodation, food, transportation, books, medical insurance and other expenses.
Tuition will be extra on top of these figures.

horrible prices (expensive)

if that hasnt scared you yet then be sure that oyu will have a great time.
the british people are not narrow minded and will (after a short getting to know people first time) welcome you with open arms. their humor may seem a bit offensive from time to time but most of it is said to sound funny. the accent is easy to get used to.
you will see a great difference in mentalities from different age groups. the young ones are usually very open minded towards foreigners (with a few occasional jokes) while Some (VERY FEW) older people may appear as bad humoured.
conscious alert..... the only things that you have to pay attention for are cars when crossing the road (look right first.. not left) and curfew hours (be sure to order the last beer before the time is up)
everything else will come in time and you will see that the Uk is a great place to be in and that it offers GREAT entertainment for foreigners since there is a strong community from every country.
dont worry too much about the first part of this post.

If you are within the EC, no.If you are from outside the EC but only going home on holiday for two weeks, also no. The following is taken from the HMRC website page covering refunds of VAT:
Non-EC residents studying or working in the UK or EC residents may also qualify to use the scheme if they intend to permanently leave the EC for a minimum period of 12 months. To qualify under this provision you must:
* intend to leave the UK with the goods by the last day of the third month following that in which the goods were purchased for an immediate destination outside the EC; and
* remain outside the EC for a period of at least 12 months; and
* export the goods having produced them, their receipts and the VAT refund document to Customs at the point of departure from the EC.
