Baker is still listed as being on the SOL and MODL and Certificate III is the required minimum qualification, so provided you have studied here for two academic years; have sufficient work experience and can pass the points test, you can apply for an onshore permanent visa. No - having a student visa does not play a part in being granted PR status. you have to have a skill on the PR list (bakery is not there) and then (if it was) you have to have at least 2 years experience in your home country. when you applied for a student visa the conditions were laid out - you can complete your certificate at TAFE but once completed you have to return to your country.
