UCLA's film program is incredibly competitive so chances of admission are not high, however, being an international student shouldn't make the chances worse.

Loans are usually not available to non-US citizens so be sure to check about that. Maybe you can get a loan through a private bank, but you certainly do not qualify for any federal or state loan programs. Also, as a foreigner, you won't be able to simply declare residency in the state of California, which means that you won't be able to pay lower-rate in-state tuition fees.

It all depends on the subject you want to study, if its for a masters you pretty much need at least a 2.1 in your bachelors. If its for a bachelors you will be looking at at least AAB in relevant subjects!

Umm, i am sorry to say, your chances is very low. I have a friend who is also a Internation Student from Canada. He got 4.4 GPA (that is +APs) but he got rejected from UCLA because he got average SAT scores. Inorder to get into UCLA as a internation student, you need at least 4.0 GPA and a decent SAT scores. The reason it is harder to get into a good University as a internation student because as you know, California Tax payers, pay the tax for those schools. So opportunites go to Califorina Resident First. Kinda like, my friend who got rejected, got so much better GPA and SAT than some on other student who are resident, but got accepted anyway.
I think you should go into a Community College in California first then transfer.
