I am not sure I am following your reasoning. British students have their fees heavily subsidised by the Great British taxpayer. EU students are subsidised because, under EU rules, member countries have to treat one another equally with their own citizens.

Scholarships and bursaries follow the same rules as they are also tax-payer funded.

Are you thinking that the British taxpayer should subsidise all non EU foreign students too? Even if we could afford to do this, why would we?

By the way, you are factually incorrect in a couple of areas.

First of all the ratio of home to international fees is not 2:1. Imperial College London, for instance, charges home students £3,250 (approx) and international students £21,000 which is the full economic cost of a year of tution. Roughly half their students are international.

Also, most universities give preference to international students as the amount they pay is more than the home fee plus the subsidy. Imperial College actively recruits in Singapore every year.
