Why not? Tuition free universities for international students are still open in other European countries. It's true that Sweden stopped theirs. Though these free education universities are open for applicants world wide, they are under the government. It's this same government that granted the free tuition, hence can change their policy anytime. The free tuition schools are limited in number. Not all schools in Europe offer free universities admission.

In Germany universities like
- Friedrich-Schiller-Universität Jena
- Technische Universität Dresden
- Universität Leipzig
and many other universities have no tuition fees.

Sweden has no student fees at all and good universities are
- Uppsala universitet
- Stockholms universitet
and of course many other universities.

Sweden might be a better choice, because everyone understands english and many courses at univerity are offered in english as well.
In Germany it's much harder to find good english lectures.

(I'm a German studying in Sweden, so I know both university systems)
