Most are, but some aren't. There's a lot of colleges that are on rolling admissions and some that I'm applying to are not until February 1. But yes, most of the better colleges are already past the deadline right now. List out some colleges that you are thinking of applying to and then go to their websites and check to see when their deadline is.

http://www.usefi.org or search " USEFI INDIA" on Google. The counselor in the USEFI office is appointed by the US government and will help you out in your procedures at the a fee of Rs. 1000. USEFI is the best place for advice.

The biggest benefit you get from being a citizen is that you will qualify for federal financial aid. This is HUGE, because it will help you attend the college of your choice (assuming you qualify). You can also qualify to apply for certain scholarships like the Rhodes, etc. I don't think you get an actual edge in the admissions process.

Each university is different in their requirements. Universities that get a lot of international applicants probably has a specific admissions officer that you can contact who will tell you more. Those universities will also know how to evaluate the different educational systems in each country.
