And those 20 shouldn't be getting any aid at all. It's not about recession. It's about coming up with a good reason the U.S. should pay to education foreign students when it can't seem to manage to educate its own. I think it's incredible how many international students come here to go to school and then expect the U.S. government to pick up the tab. Simply amazing.
