c.) He/She can afford to pay the mortgage

He/She can request for a change of his/her status from an F-1 into Foreign Investor. But in order to be approved for a foreign investor Visa you should be able to put down 45% down payment for the house.(California Laws)

Bottom line:

Good Credit+Good Work History+Money for down+Social Security no.= House for F1/International Student.

International House is on campus and as such it's safe. Just, at night, leave the campus in groups of people. As to living elsewhere, "safer" areas are expensive and you still have to get to campus.

Yes, you can buy property if you have the money. You won't be able to get a mortgage since you are a student and not allowed to work, so you will have to pay cash.

And what are you going to do with property when you terminate or complete your studies? You will have to return to your own country immediately. Owning property does not get you a green card or enable to get a green card. You are on a temporary visa which prohibits immigration or any change of status to an immigration-class visa.
