-£450 is pretty damn cheap. If you want to spend less, look into the farther zones (zones 3+). The farther from the center you are, the cheaper the rent will be. Of course, that also means your transport times will be longer, you'll probably be farther from the tube, and you'll have to pay more for an oyster. So it's trade off.
-The only place I've ever felt unsafe in London is in Brixton. It was about midnight and I had just gone to a concert. I was so grateful to have a friend there because it was sketchy as hell. That said, I was living in east London at the time (which a lot of people consider sketchy as well) and felt totally fine wandering alone there late at night. I have friends who swear up and down that Hackney is the worst neighborhood and I've wandered through there alone at 2am and felt totally safe. So it's sort of touch and go if you will. Just follow your gut instincts and before you rent any flat, check out the neighborhood in both the day and night. I'm sure you'll be fine, just be smart about it.
