yes colleges will take you on, as long as you are willing to move there.

i doubt they will provide accomodation as nearly all their students will live in manchester, it's rare to move to go to college (i'm guessing you do mean college rather than university).

the best way to get student accomodation is to go to manchester for a few days, stay in a cheap hotel and go into the student estate agents - most student accomodation is in fallowfield, didsbury or around those areas. fallowfield is one of the cheaper areas and is ok to live in. rusholme is even cheaper but i didn't feel very safe there, and i'd definitely avoid any accomodation aimed at salford students - it's really rough that side of the city, we had a very nasty encounter with some locals, long story but we were forced to move out of our student house. if you go for a few days you will be able to book appointments to go round and see houses, and pick one that you're happy with.

it;'d be worth looking at adverts in windows as well, a lot of students advertise single rooms in a shared house that way.
