The job market, at the moment, is still pretty competitive, though companies are starting to hire again. There's two ways to approach this. You can wait, work at a job for a year or two until you can save up for the tuition and housing you know exist, including books, food, commuting and miscellaneous. The second is you can work and go to school at the same time. You'll need to find a job here, depending on what's available. Some entry level positions like a sales associate at MACYS or any position at one of New York's fashion magazines and then move onto something better off in a field more suited for you, everyone has got to start off somewhere. You should persue fashion if it's something you really like, because you'll always regret going after that other major and work -JUST- for money. Along with studying fashion, yes if you can handle a double major or classes in addition to fashion it would be a good back up.

NYC is the fashion capital of the world. I would suggest working at retail places (H&M, American Apparel, Forever 21, etc.). Maybe you can find a roommate and you can split the rent. I think H&M starts you off at 10.51 in NYC, which is decent. :)

and as far as majoring in fashion, do what you feel like you're destined to do. Don't compromise. Fashion Marketing might be another major you want to look into. :)

My guess is that your easiest route will be to find an internship and come over on a J1. You will need to network to find someone to take you on as this is a big pain for them but they will be able to pay you a modest stipend. Accounting firms do have these positions, I was offered one.

Otherwise, you are going to be a bit stuck as you have to be in college full time for an F1 and a B1 will only allow you 6 months.

Be aware that it its illegal to work in the US on a Tourist Visa or on the Visa Waiver Program. If you are in the US on a Student Visa, the work you are allowed to do is usually limited to an on-campus job.
Also be aware that if the CPB Officer suspects that you will violate the terms of your Visa or the Visa Waiver Program, you will not be allowed to enter the US.
