If it makes sense to you, then you don't need to justify it to your friends. They obviously feel it is not the right choice for them, but that doesn't mean it's bad for you. Many people feel that university is the time to get some distance from your family, live a little more independently and also to party a bit. But not everybody needs these things.

On the contrary, you bring up many good reasons to stay at home. It's true you will enjoy a better standard of living, save a bit of money, and possibly be healthier overall. Those are all important things to consider.

Look at it this way: the decision to stay at home is reversible. If you find you do wish you had your own place or didn't have to commute or whatever, you can always move out later. That's exactly what I did. Starting university wasn't a shock to my system because it was the only thing I had to adapt to. I had a roof over my head, I still had my familiar and comfortable home environment, and I worked and saved. By the time I did decide to move out, after my second year, I had fully adapted to university life and was more financially stable. In the meantime I was able to meet with my school friends socially immediately after classes and also evenings and weekends when I felt like it (I'm also not a big club-goer).

Hear your friends out if you value their opinions. It's worth evaluating what they have to say. But if at the end of the conversation you still feel you want to live at home and commute, that's probably the right thing for you at this point. It's most important that you are comfortable with your decision.

Instead of complaining to the Gov't, why not invite a local news station to come and see the unhealthy conditions and do a story about it? I think you'll probably have a better, faster response this way. Besides this might be less work for you, and possibly your shot at 15 minutes of fame.

If you are only staying for a short term and don;t know where you will be working it is probably worth staying in central London.
There are some cheap hotels like the Ibis near underground stations further out that might also suit.
