You need to get your mother used to you not being at home. Start gradually and then go further afield.

Start by organising to stay overnight at your neighbour's house and then try going away for a weekend with a friend to the country or something and stuff like that. Once she gets used to you not being around you can ask about going on exchange again.

See if she's willing to compromise about a shorter time period if it's doable or the country. For example instead of going to Japan try a country in North or South America which is closer. This way your parents can come to see you more easily if they wish and also it won't be as much to call you etc.

If you still can't get your mother to agree you can always do your tertiary studies abroad.

The Dream Act DOES NOT pay for their education. It helps them earn citizenship. If they have a path to citizenship, they aren't illegal. I don't see the problem here.
