Normally it needs to be the originals but photocopy the originals and keep them safe.
Make sure you post them by recorded or special delivery and enclosed a pre stamped addressed envelope with the back and they should send it all back in one go.
The only hold up might be if you do not send all they have asked for.

You will get payments as long as you send of the forms, all it is is that there are two types on loan they give you - income assessed and non-income assessed.

Although from the letter you got it seems odd that they said the amount paid to you is 0, you should call the company and tell them you want the basic loan still and they can sort that out for you you won't have to fill in any forms but they may send you something to sign.

If you wanted like a further non-repayable grant or a higher loan, thats where the income assessed bit comes in they'll assess how much the household income is and determine how much more you can get.

it may have been that you didn't tick the box for the basic loan or they didn't see it, so the best thing would be to call them - call the LEA first they'l be able to help you more
