According to your current situation, it is highly unlikely to be able to apply for state funds or loans. However, there may be some hope in contacting banks like HSBC, Natwest etc... because they have certain professional development loans that are available to overseas students.

They would be the best people to steer you in the right direction. As far as eligibility and other options.

Another option may be to find out if the universities you are considering offer bursaries directed to certain nationalities or professional areas.

You aren't going to find them. Just as most employers in your own country wouldn't want to talk to a candidate who doesn't have a work permit, most employers in the EU aren't interested in talking to those without a work permit. Most employers do not want to have to deal with the paperwork and administrative hassles of getting a work permit for someone -- they would much rather simply hire someone who already has his or her paperwork in order. Also, they would often rather hire someone locally than hire a foreigner and then be accused of taking jobs away from local people.

What do you mean will it be financed? It's NOT. You've got to pay for yourself I'm afraid.
To study at uni in the UK it's about £3,500 and everybody's entitled to some aid no matter how much they earn. For somewhere like the US, fees for UK students can be over £25,000 - with no aid at all.
