Was it actually a letter or an e-mail?

If it were an e-mail it could either be a computer glitch or it could be a scammer trying to solicit money (not avery good one, I might add)

I get spam e-mails like this a lot from random senders pretending to be major places (like wal-mart or the US government) and sometimes it's total gibberish like this or sometimes it's inviting me to do something but first I have to pay like 200 dollar, via wire transfer, to some random address in Nigeria.

But if it were an actual letter, I'd call and check up on it.

Either way, chances are it's of absolutely no benefit to you.

Yes you are entitled to a British passport, because you have Indefinite Leave to Remain.
You need to go to the Home Office Web site and there is information and forms to fill in there.
and by the way . The passport will cost you £740. I know it's not fair but that is how much it cost for people who are a loud to remain but not born in Britain.

Your NI number is solely used to prove your identity, if anything else. It has nothing to do with financial matters. However, the NI number is used in matters of crime detection and prevention - more the former than the latter though!
