It means while they are waiting for your parents payment details to be processed (they have huge backlogs), they are giving you an interim payment which is to tide you over till they sort it out. I had that problem last year so i went in with paperwork in hand (doing a 50 mile round trip in the car) to hand them my documents as they eventually said lost in the post, when i sent it recorded delivery. They just have too many applications, too few workers and too little time to work on each case!
