Where I live, outside Pamplona - Navarra. Homes of 4 bedrooms or more are 1.000€+ a month, and apartments of 2 bedrooms are around 500€ a month

But in the city you'd expect to pay 1.000€ for a two bedroom apartment.

then you can also rent your home in Summer to tourists which you can make about 500€ a week again for a 4 bedroom home

Only rarely will local codes allow any business that has retail clients in a residential area. You are better off looking for a home rental in a commercially zoned area of a mixed zoning. Don't sign any lease until you are 100% certain that you can legally run the business you desire in that location.
